JOB TITLE:   EMS Chief           

DEPARTMENT: Emergency Medical Services, Ware County

JOB SUMMARY: This position is responsible for providing emergency health care to the citizens of Ware County. This includes directing the activities of the Emergency Medical Services, conducting administrative activities, and assuring that patients get state-of-the-art emergency care.

MAJOR DUTIES:

  • Plans, organizes, directs and supervises the work force of the Emergency Medical Service.
  • Conducts personnel administration activities within the Emergency Medical Service, including counseling and disciplining employees, training employees, and evaluating performance.
  • Develops and implements policies governing patient care, standard operating procedures, and employee conduct.
  • Assures that personnel, vehicles and equipment meet or exceed accepted standards by assuring that training files are maintained and by inspecting and replacing/repairing equipment and vehicles as necessary.
  • Reviews all paperwork involved in maintaining emergency response records for accuracy and completeness.
  • Reviews necessary paperwork as required, including monthly DHR reports, invoices for patient billing, and ledger analysis reports.
  • Receives and investigates complaints/grievances from EMTs, patients and/or their families, government officials, etc.
  • Develops the budget for Emergency Medical Service, submits purchase requests, and maintains records of expenditures and revenue.
  • Provides in-service training and instruction to subordinates and evaluates them for licensing in various emergency care skills; adjusts training programs as necessary.
  • Reviews time sheets and overtime for completeness and accuracy.
  • Develops and updates emergency operations plans and standard operating procedures for various emergencies (e.g., tornadoes, floods, and hazardous materials situations).
  • Advises local government officials of the nature and effects of various emergencies; coordinates the county response to disasters.
  • Ensures that all plans and standard operating procedures are in compliance with Federal Emergency Management Agency (FEMA) and Georgia Emergency Management Agency (GEMA) rules and regulations.
  • Makes presentations to schools and community organizations.
  • Participates in professional development activities and assures that subordinate personnel do likewise.
  • Acts as a paramedic on emergency calls.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of EMS systems, including emergency dispatch/communication procedures.
  • Knowledge of basic and advanced emergency medical and life­ sustaining techniques, including cardiac care, trauma and shock care, ventilation and other CPR techniques.
  • Knowledge of county employment rules, EMT training, and DHR rules and regulations, and applicable federal, state and local statutes.
  • Knowledge of insurance, Medicare, and Medicaid laws and related forms.
  • Knowledge of proper format on many specialized forms.
  • Knowledge of radio codes used in public safety work.
  • Skill in personnel administration and in supervising and training others.
  • Skill in interpreting and applying rules and regulations of various regulatory agencies.
  • Skill in basic math, algebra, and accounting procedures.
  • Skill in written and oral communication, including public speaking.
  • Skill in the operation of radio/communications equipment.

SUPERVISORY CONTROLS: The County Manager assigns work in terms of departmental goals and objectives. The employee typically works independently and seeks assistance only if a problem arises. The work is reviewed through observation of overall department operations.

GUIDELINES: Guidelines include established medical procedures and protocols, DHR rules and regulations, and county ordinances, policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY: The work consists of a variety of duties in administering the operations of the emergency medical services function of the county.

SCOPE AND EFFECT: The purpose of this assignment is to provide state­ of-the-art emergency medical service to the county. The position has a considerable impact on the operation of the department and on the health and well-being of county residents.

PERSONAL CONTACTS: Contacts are typically with patients, families and friends of patients, EMTs, physicians, other emergency personnel, county commissioners, representatives of other public safety and service and support agencies, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to provide services, exchange information, resolve problems, motivate and influence others, and negotiate and settle matters.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting, standing, walking, bending, crouching or stooping. The employee must lift light and heavy objects, climb ladders, use tools and equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

WORK ENVIRONMENT: The work is typically performed both in an office and in highly stressful outdoor situations. The employee is exposed to noise, dust, dirt, machinery with moving parts, contagious or infectious diseases, and inclement weather. The work requires the use of protective devices such as surgical gloves and masks.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Deputy Chief (1).
