JOB TITLE: Appraisal Technician

DEPARTMENT: Board of Assessors, Ware County

JOB SUMMARY: This position is responsible for providing technical and clerical support to the department.

MAJOR DUTIES:

  • Assists the general public by providing property assessment information; assists with the location and assessment of properties.

  • Copies and files property record cards, maps and plats; accepts and receipts fees for copying services.

  • Maintains property record card files.

  • Assists the general public by accepting real and personal property returns and applications for exemptions.

  • Prepares purchase requisitions for equipment and supplies needed in the office.

  • Monitors departmental expenditures under the current budget.

  • Maintains various computer files; enters changed property data to the computer.

  • Types correspondence, reports and forms.

  • Collects deeds and plats from the Office of the Clerk of Court to prepare transfers for valuation.

  • May serve as secretary for the Board of Tax Assessors and Board of Equalization, including scheduling appointments and recording the minutes of meetings.

  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of the state and county laws that apply to property appraisal methods and tax assessment procedures.

  • Knowledge of filing and record-keeping systems for deeds and tax digests.

  • Knowledge of the general geographic layout of the county.

  • Knowledge of basic legal terminology.

  • Knowledge of modern office procedures.

  • Skill in reading and interpreting maps and deeds.

  • Skill in basic mathematical calculations.

  • Skill in researching deeds and plats.

  • Skill in establishing and maintaining detailed filing systems.

  • Skill in operating such office machines as a computer, calculator, copier, and fax machine.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Assistant Chief Appraiser or Senior Appraisal Technician assigns work in terms of general instructions. The work is reviewed upon completion for accuracy and the nature and propriety of the final results.

GUIDELINES: Guidelines include the Official Code of Georgia Annotated, state Department of Revenue guidelines, and relevant county ordinances. These guidelines are clear and specific, but may require some interpretation in application.

COMPLEXITY: This position consists of related clerical and secretarial appraisal duties.

SCOPE AND EFFECT: The purpose of this position is to provide clerical and secretarial support to personnel involved in the valuation of property. The work affects the accuracy of the tax digest and the public perception of the county government.

PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees, attorneys, real estate agents, appraisers, state employees, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide services, and resolve problems.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting at a desk or table.

WORK ENVIRONMENT: The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

MINIMUM QUALIFICATIONS:

  • Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
