JOB TITLE: Residential Property Appraiser

DEPARTMENT: Board of Assessors, Ware County

JOB SUMMARY: This position is responsible for locating and appraising residential property in order to assist with the development and documentation of the county tax digest.

MAJOR DUTIES:

  • Locates, measures, describes and values residential property by conducting on-site reviews.

  • Inspects residential property by measuring structures, observing the quality of construction, and sketching improvements.

  • Calculates dollar values for properties based upon physical descriptions compiled, current costs of materials, and the market values of similar properties.

  • Conducts on-site inspections of real estate in the county to discover any unreturned properties, including mobile homes.

  • Assists with compiling and analyzing annual sales ratio studies.

  • Assists with compiling and reviewing the county tax digest and mailing assessment notices.

  • Assists taxpayers by explaining property valuations, describing potential exemptions, explaining tax assessment rules and regulations, and accepting returns.

  • Assists other county personnel, taxpayers, surveyors, attorneys, appraisers, and real estate personnel by providing information regarding property ownership, addresses, descriptions, locations and values.

  • Assists with the duties of other departmental personnel as necessary.

  • Develops programs for the office computer to perform ratio studies and support other work processes.

  • Attends Board of Equalization hearings as a representative of the department.

  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of general building and construction practices.

  • Knowledge of procedures used to determine valuations of residential property.

  • Knowledge of state laws pertaining to residential property taxation.

  • Knowledge of techniques used in determining fair market value.

  • Knowledge of county rules and regulations regarding property taxation and appraisal methods.

  • Knowledge of the geography and location of properties in the county.

  • Skill in maintaining accurate records.

  • Skill in advanced mathematical calculations in application to the appraisal process.

  • Skill in reading and interpreting maps, deed information, and costing manuals.

  • Skill in using a computer, calculator, fax machine, copier, camera, and drafting equipment.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Chief Appraiser or Assistant Chief Appraiser assigns work in terms of general instructions. Completed work is reviewed for accuracy and the nature and propriety of the final results.

GUIDELINES: Guidelines include the Official Code of Georgia Annotated, state Department of Revenue regulations, property valuation guides, county policies and procedures, and standard appraisal techniques. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY: This position consists of technical appraisal duties.

SCOPE AND EFFECT: The purpose of this position is to maintain an accurate and equitable valuation of residential property in the county. Successful performance helps ensure that property taxes are equitably assessed and affects the public image of the county government.

PERSONAL CONTACTS: Contacts are typically with co-workers, state officials, representatives of the business community, attorneys, contractors, accountants, property owners, other county employees, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide services, and resolve problems.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting at a desk with intermittent standing, walking or stooping. The employee must occasionally lift light objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

WORK ENVIRONMENT: The work is typically performed in an office and outdoors when conducting inspections, where the employee may be exposed to irritating chemicals and inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

MINIMUM QUALIFICATIONS:

  • Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

  • Ability to meet necessary requirements of Appraiser as mandated by the Georgia Department of Revenue.

    Preferably certified by the Georgia Department of Revenue.
