JOB TITLE: Senior Accounting Supervisor

DEPARTMENT: County Manager's Office, Ware County

JOB SUMMARY: This position is responsible for providing financial information to management by researching, analyzing accounting data, preparing, processing and maintaining the general ledger and related fund accounts for the county.

MAJOR DUTIES

  • Maintains the county general ledger: prepares and posts entries to the general ledger, reconciles the general fund bank account, enters all receipts to the ledger, enters budget totals and revision, and prepares monthly and annual financial reports.

  • Maintains financial records for Worker's Compensation Fund and the Health Fund; reconciles monthly bank account, posts account transactions, prepares monthly and annual financial reports, and maintains daily bank account balances.

  • Maintains fixed assets.

  • Supervises the accounts payable function, payment of bills and disbursement of checks.

  • Reconciles financial discrepancies by collecting and analyzing account information.

  • Balances, disburses and maintains petty cash funds.

  • Invoices appropriate agencies and departments for supplies and maintenance.

  • Works with County Auditors on an annual basis.

  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of Generally Accepted Accounting Principles (G.A.A.P.).

  • Knowledge of state and federal laws and reporting requirements as related to accounting and auditing functions.

  • Knowledge of county ordinances, policies and procedures.

  • Knowledge of computerized systems for maintaining financial records. o Skill in preparing complex financial reports.

  • Skill in mathematical computation.

  • Skill in utilizing a personal computer and various business application software programs.

  • Skill in utilizing such office equipment as a calculator and fax machine.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The County Clerk/Finance Consultant assigns work in terms of general instructions. Completed work is reviewed for the nature and propriety of the final results.

GUIDELINES: Guidelines include Generally Accepted Accounting principles (G.A.A.P.), state and federal tax regulations, and county ordinances, policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY: This position consists of technical accounting tasks.

SCOPE AND EFFECT: The purpose of this position is to maintain the general ledger system for the county. Successful performance helps ensure the production of accurate and timely financial reports, which in turn affects a wide range of decisions that are based on the financial position of the county government.

PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees, auditors, vendors, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk.

WORK ENVIRONMENT: The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has functional supervision over Accounting Staff and Accounting functions in the absence of the Director.

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to occupational field.

  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years of experience or service.
