JOB TITLE: Public Safety Training Director
DEPARTMENT: Public Safety Training Center (PSTC), Ware County
JOB SUMMARY: This position is responsible for managing and overseeing the day to day operations of the PSTC.
MAJOR DUTIES:
- Direct, organize, and supervise the functions and activities of the Public Safety Training Center and staff.
- Coordinate activities and training scheduling between partner agencies to ensure cooperation with usage of the PSTC.
- Develop and administer the annual department budget ensuring that all expenditures meet applicable regulations.
- Promote the PSTC to outside law enforcement and fire agencies by developing marketing strategies such as creating promotional materials, providing tours, and developing seminars/classes.
- Oversee maintenance and repair of the facility by development of a maintenance and repair schedule; perform an annual inspection to assess the condition of the facility and equipment to identify safety, maintenance, and repair needs.
- Develop and administer policies and procedures for the usage of the PSTC.
- Provide quarterly finance and facility usage reports to the Executive Board.
- Performs other related duties as assigned.
KNOWLEDGE/SKILLS REQUIRED BY THE POSITION:
- Knowledge of the principles and practices of management and supervision.
- Knowledge of the principles and practices pertaining to public safety.
- Knowledge of relevant laws, county codes, policies and procedures, and departmental and safety guidelines.
- Knowledge of the principles of budget preparation and bookkeeping.
- Skill in planning and organizing.
- Skill in public relations and public speaking.
- Skill in operating office equipment such as a computer, copier, scanner, etc.
- Skill in oral and written communication.
SUPERVISORY CONTROLS: The Executive Board assigns work in terms of goals and objectives. The employee works independently to organize staff, schedule training, and work with partner agencies to ensure set goals are met. Work is reviewed through regular reports and observation of department activities.
GUIDELINES: Relevant federal and state laws (POST, OCISF, etc.), county policies and procedures, and departmental and safety guidelines. These guidelines require judgment and interpretation in application. This position develops departmental guidelines.
COMPLEXITY: This position consists of a variety of administrative, public relations, and planning tasks. It requires networking with partnering agencies and coordinating multiple functions of a training center.
SCOPE AND EFFECT: The purpose of this position is to manage the provision of a training facility for public safety employees’ usage. Successful performance helps ensure public safety entities have a suitable facility available in which to conduct training, thereby improving the quality of their services to citizens and enhancing the image of the county overall.
PERSONAL CONTACTS: Contacts are typically with co-workers, elected officials, partnering public safety staff members, the media, and the general public.
PHYSICAL DEMANDS: Work is typically performed both indoors in an office, and outdoors around the training center grounds. The employee should have the ability to frequently stand and walk, lift and move objects weighing up to 25 lbs., and climb up and down stairs. The employee is exposed to noise, dust, dirt, grease, machinery, weapons, irritating chemicals, and inclement weather. The work may require the use of personal protective equipment such as masks, gloves, ear plugs, or goggles.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education;
- AND three to five years of related, progressively responsible experience in managing a training center or similar department.
- OR an equivalent combination of related education and experience.
